Bossier Parish Police JuryPosition: Parish TreasurerSalary range
is $85,000 to $100,000Job DescriptionSUMMARY Directs and manages
parish fiscal and information technology functions in accordance
with governmental and banking principals and current IT trends and
regulations respectively. Responsible for receiving and disbursing
all police jury funds according to the law. This position is
responsible for analyzing, interpreting, summarizing, and reporting
financial data, designing and modifying accounting systems,
establishing internal controls, analyzing costs, and providing
financial oversight and control of agency accounting functions in
accordance with generally accepted accounting principles (GAAP) for
state and local governments as defined by Governmental Accounting
Standards.ESSENTIAL DUTIES AND RESPONSIBILITIES DISCLAIMER: This
description covers the principal duties and responsibilities of the
job as established by State LRS Statues. The description shall not,
however, be construed as a complete listing of all duties which may
be required from day-to-day.Manages planning processes, including
the preparation of annual budget and periodic forecasts.Develops
and tracks key analytics in order to assess and communicate
performance.Supports efforts to drive ongoing efficiency by
providing an independent review of performance
measurements.Researches complex financial issues and assesses the
impact to the parish.Responsible for special projects, which may
include meetings with outside consultants, developers, and
attorneysEnsure timely and accurate budget analysis and financial
review for presentation to and for the police jury.Provides
strategic financial leadership and support on the evaluations of
all related parish transactions.Stays abreast of trends and
regulations to ensure effectiveness and compliance for the finance
and information technologies functions.Works with various other
parish agencies to ensure compliance, receipt of funds and sound
accounting practices.Works to optimize the handling of bank and
deposit relationships and initiates needed strategies for
improvement.Prepares annual budget and submits estimates to
authorized elected officials for approval.Builds, develops and
manages finance and IT team capable of carrying out needed
initiatives.Coordinates the plan for control of operations. Such
planning, expense budgets, accounts receivable, cost standards,
savings opportunities, and capital investments.Maintains and
monitors the financial records and fiscal operations of the
parish.Cash management of all bank accounts.Responsible for
maintenance of all official financial records of the Police
JuryDesigns or participates in the design, implementation and
maintenance of fiscal systems, financial and statistical analyses,
and financial reporting systems that usually involve
data-processing applications.Establishes procedures and develops
accounting forms and records.Provides consultative services to
management regarding fiscal and accounting procedures, operations
and controls.Monitors, reviews and/or audits accounting data for
compliance with contracts, grants, special funds and the
Governmental Accounting Standards Board (GASB), etc.Analyzes
complex financial and statistical data and prepares comprehensive
financial reports using presentation tools within MIP and
commercial tools such as those in Microsoft Office.Provides
financial projections, trends, cost analyses and recommendations to
management.Collects and compiles budget data for monitoring funds
and staffing levels.Analyzes proposed legislation for impact on
agencys fiscal operations.Assists with the supervision of the
agencys business activities, accounting systems and establishment
and maintenance of accounting records including allocations,
distributions, controls, receipts, encumbrances and
expenditures.SUPERVISORY RESPONSIBILITIES Supervises the Assistant
Treasurer, Data Analyst, Payroll Specialist and Accounts Payable
Specialist. Is responsible for the overall direction, coordination,
and evaluation of this department. Carries out supervisory
responsibilities in accordance with the police jury''s policies and
applicable parish and state laws. Responsibilities include training
employees; planning, assigning, and directing work; appraising
performance; rewarding and disciplining employees; addressing
complaints and resolving problemsQUALIFICATIONSTo perform this job

team playerEDUCATION and/or EXPERIENCE Bachelor''s degree (B. S.)
in finance, accounting or public administration from an accredited
four-year college or university; or six to 12 years related
experience and/or training; or equivalent combination of education
and experience.LANGUAGE SKILLS Ability to read, analyze, and
interpret common technical journals, financial reports, and legal
documents. Ability to respond to common inquiries or complaints
from regulatory agencies, or members of the business community.
Ability to effectively present information to top management,
public groups, and/or police jury.MATHEMATICAL SKILLS Ability to
comprehend and apply principles of advanced statistical,
accounting, banking and finance theory. Ability to work with
concepts such as quadratic and differential equations, and proofs
of theorems.REASONING ABILITY Ability to apply principles of
logical or scientific thinking to a wide range of intellectual and
practical problems. Ability to deal with nonverbal symbolism
(formulas, scientific equations, graphs, etc.,) in its most
difficult phases. Ability to deal with a variety of abstract and
concrete variables.CERTIFICATES, LICENSES, REGISTRATIONS Valid
State Drivers License; MBA, CPA, CFA, or CFO designations
preferred.PHYSICAL DEMANDS The physical demands described here are
