Job Description:

Ensures compliance with all USES and governmental safety and environmental health regulations by directing a decentralized project and/or site safety function. Directly accountable for planning, developing, implementing, and administering safety policies, programs, and training for assigned site and/or division. Provide leadership to eliminate or minimize the impact of regulations on company operations provide, clear, concise environmental, health and safety guidance and technical expertise to all company personnel and ensure compliance with regulatory and company standards and all EH&S related issues and activities. DUTIES AND RESPONSIBILITIES

  • Leads environmental and safety audits of current and proposed sites determines risks; audits safety compliance, inspecting field work sites, and assisting manager and supervisors in the implementation of corrective actions for unsafe acts or conditions; Assist and/or completes DOT compliance through Vehicle Inspections and Audits
  • Communicates to company and agencies on activities and comments on proposed environmental, health and safety legislation; builds successful partnerships through communication with internal and external customers
  • Ensures safety compliance by overseeing OSHA, DOT and other compliance related activities. As required, interface with all Division, on site, HR managers, plant HSE management, external companies, industries and associations to ensure up-to-date programs and to maintain current and complete perspective on new and changing regulatory issues. Schedule and notify Division Staff of Site Specific Safety Orientations, Annual Physicals and Respirator Fit Test, Quarterly Random Drug and Alcohol Testing, and Post Accident Drug and Alcohol Testing
  • Serves in a liaison capacity with the resident contract agency representative and other various agencies engaged in promoting environmental safety and health activities.
  • Assists and advises field personnel in the completion, maintenance and retention of records and regulatory required documents for company or agency audits
  • Select appropriate Personal Protective Equipment including Respiratory Protection for planned action and emergency response projects; maintains air monitoring equipment, performs, monthly calibrations ensuring both monthly and annual calibration records are maintained for each instrument; maintains PPE inventory for the site/division and ensures the PPE on response trailers is stocked and ready to respond to post response and weekly inspections;
  • Interfaces with regulatory agencies, customers and institutional staff to formulate corrective actions; monitors all current information on regulations and requirements related to hazardous materials and agents; Attends and contributes to Customer Specific monthly Contractor Safety Forums
  • Develops and communicates programs to enhance employee awareness of prevention and compliance.
  • Assists with company environmental, health or safety inspections and pre-inspection reviews
  • Develops and maintains policies and procedures addressing applicable environmental, occupational health and safety regulation, its effect on company operations, and the required action to achieve compliance; implement Customer Specific Safety Policies on projects and ensure adherence; oversees, reviews, guides and informs all field operational locations regarding compliance with state and federal environmental, health and safety regulations
  • Develops Personnel decontamination protocols; Assist Project Management with Hazard Mitigation and recommend other hazard control measures; Development and implement of EH&S Operating Plans, Air Monitoring and Sampling Plans, and Site Safety Plans including preparing daily tailgate safety meetings, ensure Job Safety Analysis (JSAs), Work Permits, Confined Space Permits are completed properly
  • Protects USES employees, customers, and assets against losses, injuries and accidents by directing, implementing, and overseeing the administration of safety and key loss prevention programs. Leads in the development of EH&S standardization within the site/division that adheres with the company's operating procedures; leads in the identification of EH&S best practices across the company
  • Leads in preparation of necessary reports of company's EH&S operations to meet governmental agencies' requirements; manages state and federal permit support, collection and delivery of required samples, and report filing compliance (i.e. historical significance, environmental impacts, FERC certificates, etc.); ensures reporting requirements are met
  • Provide knowledge of state and federal environmental, occupational health & safety (EH&S) regulations affecting company operations including EPCRA, CERCLA, RCRA, solid, hazardous and toxic wastes, Clean Air Act, Oil Pollution Prevention Acts/Regulations, applicable OSHA 29 CFR 1910 and associated state safety and occupational health rules and regulations. Assists in the development and implementation of predictive measures of safety performance; monitors measures and recommends audit, intervention, compliance, and advanced training to company leadership
  • Assists with, provide for or otherwise monitoring training of personnel in EH&S policies, procedures, reporting, and sampling including Weekly and Quarterly Safety Training sessions
  • Participates in agency and industry sponsored environmental, health and safety working groups, seminars, and workshops to stay current on evolving EH&S regulations to assure proper guidance is available for field activities. Qualifications JOB REQUIREMENTS
    • Bachelors or Associates Degree in engineering/science required (e.g. mechanical, construction, environmental, health, chemistry, industrial, safety and health sciences); Advanced degree or certification preferred
    • 5+ years environmental or safety experience, 3+ years EH&S supervision/management experience preferred
    • Working knowledge of EPA, OSHA, DOT and local laws, regulations, codes, standards, and best industry practices for HSE. Knowledge of company safety polices/procedures, industrial cleaning equipment and instant job hazard recognition; fundamental knowledge of health & safety compliance and operational safety procedures; good fundamental mechanical skills
    • Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the company.
    • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
    • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
    • Intermediate Level: Fully proficient with Microsoft Word and Excel and some basic understanding of other Microsoft products. Full understanding of Email and Internet. Ability to assist others with any word or excel questions. CERTIFICATES/LICENSES
      • Valid Driver's License
      • Transportation Worker Identification Credential (TWIC)
      • Certified Safety Professional (CSP) by Board of Certified Safety Professional, and/or
      • Certified Industrial Hygienist (CIH) by American Board of Industrial Hygiene,
      • Certified Hazardous Material Management (CHMM) by Institute of Hazardous Materials Management, or Certified Professional Environmental Auditor (CPEA) by Board of Environmental, Health and Safety Auditors Certifications, or
      • Petroleum Safety Specialist (PSS) by National Association of Safety Professionals
