Job Description Job Overview: The Tennessee Department of Health
is seeking a Public Health Program Director 2 within the Maternal
and Infant Health section of the Division of Family Health and
Wellness. Under direction, the Public Health Program Director 2
position is responsible for overseeing multiple competitive
Maternal and Child Health (MCH) grants funded through Tennessee’s
Rural Health Transformation Program, utilizing the Healthcare
Resiliency Program (HRP) model. This position provides programmatic
oversight for grants focused on strengthening maternal health
systems, expanding access to care in rural and maternity care
desert counties, and improving perinatal outcomes through
investments in facilities, workforce, technology, and care
coordination. This role supports implementation of statewide
strategies aligned with the Tennessee Maternal Health Strategic
Plan and the Rural Health Transformation Plan, ensuring funded
projects demonstrate measurable impact, sustainability, and
compliance with federal and state requirements. Distinguishing

milestone-based grant programs serving rural and underserved
communities. The position works collaboratively with multiple
grantees, internal TDH teams, and external partners to support
system-level transformation rather than direct service delivery.
Key Responsibilities: · Provide programmatic oversight for multiple
HRP-funded Maternal and Child Health grants focused on rural
maternal health resiliency. · Monitor grantee performance,
milestones, and outcome measures to ensure alignment with Rural
Health Transformation goals, including improved access in maternity
care deserts and strengthened rural perinatal systems. · Review and
approve grantee work plans, progress reports, and performance data;
identify trends and recommend system improvements. · Provide
technical assistance to grantees related to program implementation,
sustainability, and performance measurement. · Collaborate with
internal TDH partners, including fiscal, contracts, epidemiology,
and legal teams, to ensure compliance with federal and state grant
requirements. · Participate in site visits, learning
collaboratives, and cross-program coordination activities as
needed. · Contribute to evaluation, reporting, and continuous
quality improvement efforts for the HRP MCH portfolio. Minimum
Requirements: Graduation from an accredited college or university
with a bachelor’s degree; a master’s degree in public health,
health administration, or a related field preferred. Experience in
public health program management, grant oversight, or maternal and
child health systems. Experience working with rural communities,
healthcare providers, or competitive grant programs is strongly
preferred. Work Environment: This is a hybrid position with
frequent travel expected to 20 regional site as well as travel to
central office in Nashville, TN at supervisor discretion. Travel to
central office is non-reimbursable. Travel to regional sites is
reimbursable. Position is renewable annually on 6/30, pending
funding availability. Typical working hours are Monday - Friday,
8AM to 4:30PM CST. Position is 37.5 hours per week, reflective of
state work week. Hiring 2 positions. This position is funded with
the Rural Health Transformation grant which is renewable through
Oct. 30, 2030. Estimated Duration 02/15/2026 - 06/30/2026
