Job Description:

SUMMARY: Plans, directs and manages the Information Technology (IT) Department in order to ensure the development and implementation of cost-effective systems and efficient computer operations to meet current and future IT needs of the Firm by performing the following duties.

DUTIES AND RESPONSIBILITIES:

Plans, coordinates, directs and designs IT-related activities of the Firm, as well as provides administrative direction and support for daily operational activities of the IT Department.

Directs all IT operations in order to meet user requirements as well as the support and maintenance of existing applications and development of new technical solutions.

Works closely with decision makers in other departments to identify, recommend, develop, implement and support cost-effective technology solutions for all aspects of the Firm.

Leads the IT Department’s operational and strategic planning, including fostering innovation, planning projects, organizing, and negotiating the allocation of resources.

Manages the deployment, monitoring, maintenance, development, upgrade, and support of all IT systems, including telecommunications, servers, PCs, operating systems, hardware, software, peripherals and office automation equipment, to meet management and Firm information needs.

Provides Firm-wide direction in areas of policy and planning for data processing and related functions (communication, office systems, connectivity, etc.)

Benchmarks, analyzes, reports on and makes recommendations for the improvement and growth of the IT infrastructure and IT systems.

Oversees provision of end-user services, including help desk and technical support services.

Analyzes business needs presented by the user and recommends technical solutions.

Works with stakeholders to define business and systems requirements for new technology implementations.

Keeps current with the latest technologies and remains highly technically competent at all levels while striving for enhanced user productivity.

Manages financial aspects of the IT Department, including purchasing, budgeting and budget review.

Develops business case justifications and cost/benefit analyses for IT spending and initiatives.

Develops and implements all IT policies, procedures and best practices, including those for architecture, security, document retention and destruction, disaster recovery, standards, purchasing and service provision, to ensure effective and consistent information processing operations and to safeguard information resources.

Negotiates and administers vendor, outsourcer, and consultant contracts and service agreements.

Practices asset management for IT hardware, software and equipment.

Selects, develops, and motivates qualified staff to effectively carry out departmental functions and provide for the continuity of managerial and specialized skills.

Supports other members of the IT Department, providing backup and/or assistance while upholding IT initiatives.

Maintains knowledge of developments in the area of systems and hardware and incorporates new developments into the future systems of the Firm.

SUPERVISORY RESPONSIBILITIES:

Supervises employees of the IT Department. Carries out supervisory responsibilities in accordance with the Firm’s policies and applicable laws. Responsibilities may include training employees; planning, assigning, and overseeing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Requirements

QUALIFICATIONS:

Education and/or Experience:

Bachelor’s degree from four-year college or university in Computer Science, Computer Information Systems, or related field. Minimum ten years’ experience of progressive roles in the Information Technology field that include managing an information systems department in a medium or large size firm. Minimum three years’ experience in leadership or management in an IT setting. Solid technological knowledge and experience in the use and application of the most current technologies and products used in the industry. Experience implementing and securing cloud-based technologies. Coding skills and/or experience helpful.

Computer Skills:

Thorough knowledge and experience Microsoft suite of applications (including Office 365, Word, Excel, PowerPoint, Outlook, Publisher, Access), hardware and software, office automation, database design, and data communications. Advanced knowledge of networking, operating systems and servers. Extensive knowledge of software testing methods, practices, and preventative maintenance activities.

Firm Culture/Client Service:

Promotes the firm’s culture, including supporting Heard, McElroy & Vestal’s philosophy of developing a relationship with each client on a personal level, catering to their specific needs.

Ability and judgment to interact and communicate appropriately with other employees, clients and management. Ability to serve clients, both internal and external (community/public) in a manner that will support superior client relations.

Physical Demands/Work Environment:

While performing the duties of this job, the employee is regularly required to sit and talk or hear. The employee is frequently required to walk or use hands to finger, handle, or feel. The employee is occasionally required to stand; reach with hands and arms and stoop, kneel, crouch or crawl. The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision and ability to adjust focus. The noise level in the work environment is usually quiet.
