Summary This position is located in the Warehouse area of Logistics Service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area at the Central Arkansas Veterans Healthcare System in Little Rock, AR. The position is located at an assigned Veterans Administration medical facility performing warehouse work. This position serves as a lead over a group of Materials Handlers within a warehouse setting. Responsibilities Leads crew of Materials Handlers as a regular and recurring part of the job in order to accomplish assigned projects and daily operational functions. Ensures workers are aware of trade techniques and practices, and explains safety precautions to be followed while setting up machinery and equipment and operating related vehicles. Maintains a current knowledge and answers questions of other workers on procedures, policies, written instructions, and other directives (for example, technical orders). Checks work while in progress and when finished to see whether the supervisor's instructions on work sequences, procedures, methods, and deadlines have been met. Acts as a communications conduit between higher level supervisors to pass along priorities and resolves conflicting priorities among the warehouse's major segmented areas including but not limited to: Equipment Receiving and Shipping; Office and Printing Supplies; Logistics Medical Supplies; Internet Technology and High Value Items; Cleaning Supplies and Hazardous Materials; Pandemic and Emergency Contingency Supplies; and Mail Room Operations. Serves as the subject matter expert on relevant regulatory requirements for all aspects of warehouse management including but not limited to: VHA Directives, Local Medical Center Memorandums, Standard Operating Procedures, and other written guidelines. Assists in developing plans for storage and arrangement of stock and arrangement of stock in accordance with VA regulations and requirements that determines the configuration setup, movement, rearrangement and traffic flow. Handles space and storage in accordance with VA regulations for a specific commodity or equipment group such as general supplies, construction materials, medical supplies and high value items. Handles direct issue products and ensure they are processed out in a timely fashion with special attention given to time sensitive and emergency request. Maintains spreadsheets; works within responsible area to rotate stock, check for outdates, and maintain appropriate safeguards and temperature controls. Works with the Inventory Manager (Inventory Management Specialists) to ensure timely stocking of Primaries, participating in a variety of inventories and communicating discrepancies as appropriate. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Driver's License: A current, valid state-issued Driver's License is required for this position. Physical Requirements/Working Conditions: Work involves considerable walking, pushing and pulling a variety of carts and materials handling equipment. Works offloading and loading trucks, lifting products on and off-shelves, handling boxes frequently weighing over 40 pounds. Will frequently handle equipment, furniture and materials of an awkward and heavier nature in excess of 100 pounds. These items are typically handled using specialized equipment and/or assistance of coworkers. Greater physical effort may be required on projects involving the movement of large quantities of product over an extended period of time including but not limited to: turn-ins, large shipments and deliveries. While operating vehicles, may be required to exert a greater level of physical exertion while backing and turning trucks, operating forklifts or hand trucks on uneven and uncertain conditions. Required to work in storage buildings, pods, trailers, vehicles and warehouses that may be hot, cold, drafty and poorly lighted. Will be required to work outdoors, on docks, making deliveries in all types of weather conditions during all seasons. Hazardous materials may be encounter in daily work activities. Duties subject to the possibility of trips, falls, scrapes, cuts, bruises, or injury from the use of equipment. All types of Personal Protective Equipment (PPE) may be required. Subject to conditions that could result in serious accidents, precautions will be taken. Education Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
